Independent Presidential Candidate, Carl Ebo Morgan says if elected into office, he will see to it that the constitution is reviewed to ensure that the power of the president is limited.

This is his solution to bringing an end to the ‘family and friends’ type of government.

Mr. Morgan was speaking at the Presidential Debate organised for Independent Candidates by IMANI Africa and JoyNews at the University of Professional Studies in Accra.

He said: “I am of the view that the 1992 constitution has given so much power to the president. He appoints tons of people. And naturally when you have such a power, you will like to bring your closest family. The temptation is wide.

“When I’m president, I’m going to review the constitution, expunge the indemnity clauses and these items that we are talking about.”

He added that to limit the President’s powers of appointment, he will introduce the semi-presidential system, where the President will have to appoint a Prime Minister to man the affairs of government.

“I’ll propose that we have a president who appoints a prime minister to run a government,” he said. “All over the place that is what we know. In the French speaking countries around us we have that. So the power of the president will be limited to some extent.”

Carl Ebo Morgan said he will also ensure that appointments are based on merit, not blood ties and relationships.

“So when that is done you make sure you bring people of high caliber. Meritocracy should be the order of the day,” he said.
